Reforms introduced for Mobile User Protection

Shri Ashwini Vaishnaw, Minister of Communications, India, launched two reforms on August 17, 2023, focusing on digital transformation and enhancing customer protection. The reforms are:

1. Point of Sale Registration Reform: This reform mandates registration of Franchisee, Agents, and Distributors ("PoS") by Licensees. The aim is to eliminate rogue PoS that issue SIMs fraudulently to anti-social/anti-national elements. This ensures identification, blacklisting, and removal of rogue PoS, while supporting ethical PoS.

2. KYC Reforms: To prevent misuse of printed Aadhaar, demographic details must be captured by scanning its QR code of printed Aadhar. Disconnected mobile numbers won’t be reallocated for 90 days. Complete KYC is needed for SIM replacement, with a 24-hour bar on outgoing & incoming SMS after replacement.
